This is legal?

Many older Taiwanese often drive not only dangerous, or with no side mirrors, or with four people on a scooter at once with only one person wearing a helmet, or without a lisence, but some also attempt driving the busy streets with excess baggage, carts, and tons od garbage piled up high behind them.
